2. Draft Rules:
a. Seeding for the Draft will consist of the points standings after Week XIII each season.
b. Each team will consist of 18 total picks which will include 16 offensive players and 2 team defenses.
c. The 16 offensive players must include:
**2 Team Quarterbacks...LIMIT 2!
**3 Runningbacks
**5 Wide Receivers
**2 Tight Ends
**2 Kickers
**2 Choice players from any offensive position
d. All players not chosen in the draft will become free agents.
e. All teams must keep the minimum amount of players from each position indicated above: 2-3-5-2-2
f. During the draft teams may pick up players from any position during any round.
g. The Draft will be conducted in a switch back format. Meaning 1-12 then 12-1 alternating each round.
j. ALL ROSTERS MUST REMAIN AT 18 AT ALL TIMES UNLESS A PLAYER IS LISTED ON INJURED RESERVE. IT IS THE COACHES RESPONSIBILITY TO ADJUST ROSTERS FOR UNEVEN TRADES SUCH AS 2 FOR 1 OR 2 FOR 3 TRADES. PLAYERS MUST BE DROPPED OR PICKED UP IMMEDIATLY TO MAINTAIN AN 18 MAN ROSTER. THE PENALTY FOR HAVING ROSTERS OF MORE OR LESS THAN 18 IS $5 PER WEEK. IT IS YOUR RESPONSIBILITY TO ADJUST YOUR ROSTER TO 18 PLAYERS WHETHER OR NOT YOU GET AN INTENDED WAIVED PLAYER OR NOT.
3. Franchise Players
a. Beginning in 2007, Franchise Players can be declared prior to the Draft. After the draft but before the 2007 season every team must have 2 Franchise Players declared.
b. Franchise Players cannot be franchised by one or more teams for more than 3 straight seasons
· If I Franchise Randy Moss in 2006 he can be declared next year and in 2008. After that he automatically goes back into the pot. This holds true even if I trade him away to someone else between 2006 & 2008 and he is Franchised by the receiving fantasy team.
c. Franchised Players cannot be dropped unless placed on the NFL IR
d. Trading a Franchise Player will cost $3 per player per team
e. Franchise players will be tracked and logged on the Tagliabue’s Forum
After the draft, you may trade and pick up free agents just as we normally do. The only difference is that the contract the players may have also gets traded.
f. When a player has been franchised for 3 consecutive seasons, in other words not been made available in the draft for 3 consecutive years, he may not be retained at the end of the season…he goes back into the draft.
g. A team retains all players at the end of the season and given the option to Franchise up to any 2 players who have not been Franchised for 3 consecutive yeas.
h. Franchise players can not be Franchised at midseason.
i. You cannot extend a players contract beyond the 3rd year option
j. The draft will not change. If a player has 2 players on their roster franchised for the upcoming season, that team will not pick in the first 2 rounds or picks.
Trades:
k. ALL contractual or Franchise players cannot be traded after the Monday Night Football game of Week XII.
l. Trades can be made involving any draft picks, but there is a maximum of three draft picks per, but no team can obtain 3 picks or trade 3 picks so teams can perform the following throughout the season:

Obtain 2 Picks
Trade 2 Picks & Obtain 1 Pick

m. If you trade your 1st Round Pick, you cannot Franchise any players before the draft
n. If you trade your 2nd Round Pick, you can only Franchise 1 player before the draft
o.Trade Fee for a franchise player will be $3 per team (including QB & Def).
p.The trade deadline for draft picks will be at the end of the Monday Night Game of Week XIII
q. Injuries, Retirements & Death:
r. If a franchise player is placed on the NFL Injured Reserve list, he may be dropped and his contract is declared void (and goes back into the pot). Otherwise he can stay on your roster as a regular player or PPFL
s. Injured Reserve for $2.50 per week
t. If a franchise player retires or dies he may be dropped and his contract is declared void(and goes back into the pot).
4. Transaction Rules
a. We will have two classes of players not on rosters. Free Agents and Waivers.
Free Agents: Any player who in not currently on a roster and has either never been on, or has cleared waivers.
Waivers: Any player released by a team at any point during the season. These players will be up to bidding every week before Wednesday 7PM.
b. All free agent transactions will cost $1.25 per player and $2.50 per defense and $2.50 per team QB
c. Any transaction involving two teams in this league will cost each coach $1.25 per player, $2.50 per Team QB, $2.50 per defense, $3.00 per draft pick, & $3.00 per Franchise Player.
d. The trade deadline for non franchise players will be at the end of the Monday Night Game of Week XIV.
e. Free Agents may be picked up at any time during the season up to Week XVII. Free agent acquisitions are based on a first come first serve basis. The first person to notify the Tagliabue of the interest in a free agent will receive that free agent.
f. New Transaction System involving waived players. A "Waived" player is a player that has been released by a team. Waived players will not be available for bidding the first week they are waived. The Tagliabue will have a list on the Forum listing the players available for bidding and by what date and time. This will give everyone a fair shot at obtaining a player waived by a team. The team with the highest bid for a Waiver gets the player or defense.
EXAMPLE:
ANYTIME BETWEEN THE END OF WEEK 2 AND THE BEGININING OF WEEK 3 GIANTS PICK UP FREE AGENT CURTIS MARTIN AND DROP BARRY SANDERS. BARRY SANDERS BECOMES A WAIVED PLAYER. NO ONE WILL BE ABLE TO BID ON BARRY SANDERS BEFORE WEEK 3. HOWEVER, EVERYONE GETS THE OPPORTUNITY TO BID ON SANDERS THE WEDNESDAY BEFORE THE WEEK 4 GAMES BEGIN. SAY POLK HIGH BIDS $2, AND MONKEYSPANKS BID $3 AND NORWOOD BIDS $4. NORWOOD WOULD GET SANDERS BECAUSE HE BID THE MOST MONEY FOR THE PLAYER. IN ESSENSE, A WAIVED PLAYER IS NEVER AVAILABLE FOR PICK UP THE WEEK HE IS RELEASED.
g. Bidding Amounts. There will be 5 levels of bidding amounts for teams. $1 - $5 for single owner teams, and $2-$10 for co-owner teams.

The higher Class bid the better chance you have at obtaining the waiver.
h. If two or more teams bid the same, Class the player goes to the team with the fewer points.
i. As mentioned above, the Tagliabue will post all Waived players and the dates of their respective auction on the Web Page.
j. Waiver Bids can be made on the Tagliabue's Forum by filling out the appropriate form
k. You can make bids on more than one player each week.
l. The Tissues Clause
5. Injured Reserve:
a.There is an Injured Reserve. Each team will be able to have one player at a time on IR. The cost is $2 per week for IR.
6. Money/Playoffs:
a. 100% of your entry fee is due at the draft. That is each team will pay $150 on draft day for the season. The Tagliabue is not responsible for reminding anyone of their financial commitments to the league at any point of the season. It is the sole responsibility of all teams involved to remember when all fees are due throughout the season. Failure to pay your $150 will result in $25 fine per week late. NOTE: ALL MONEY IS NON-REFUNDABLE AFTER DRAFT DAY! ! ! !
b. Transaction fees will be due by the first Saturday following the NFL Regular Season. All teams are advised to keep a close eye on their respective accounts throughout the season. These fee deadlines are strict. If you fail to pay on time, you will receive a penalty of 100 points off your season total and a $25 penalty fee + $5 each additional week. NO MONEY WILL BE AWARDED TO THE WINNERS UNTIL EVERYONE HAS PAID THEIR FULL FEE INCLUDING TRADE FEES!
c. The league Tagliabue will hold all money
d. All checks for winners will be awarded at the year end party or by mail if one cannot make the party…but no checks will be awarded until everyone pays off their unpaid balance.
e. Ties in Weekly Head to Head games will count as ties in the standings.
f. $250 of the Transaction Fee's will be allocated towards the League Prizes
g. Of the $2,050.00 pot, the money will be allocated in the following fashion at the end of the season:

Ties in Playoff games will result in the higher seed advancing to the Super Bowl. A Tie in the Super Bowl will result in both teams splitting the $475 Pot.
g. For all money received by the Tagliabue, he will issue a receipt by indicating the transaction in the following weeks update on The Tagliabues Forum.
h. Trade money will be used at the end of the season for a party, if there is one. Whatever money is left over will be applied to the league account.
i. The regular season will end Week XIII.
j. The Wild Card Playoffs, in which only the three wild card teams & Division winner with the lowest points actually play for something (that being the chance to advance) will be played in Week XIV. No money awarded for winner!
k. The Divisional Playoffs will be played in Week XV.
l. The PPFL Bowl will be played in Week XVI. $300 awarded to winner; $175 awarded to loser.
7. Reports:
a. The reports will be created & posted on www.webleaguemanager.com.
NOTE: TIES IN REGULAR SEASON GAMES WILL REMAIN AS TIES IN THE STANDINGS.
b. Historical Records, Standings and Playoff results will be recorded on the Tagliabues Forum
c. Roster sheets, line-up sheets, head to head schedule, and division designations will be provided by the Tagliabue.
d. Complete team rosters will be posted on The Tagliabues Forum prior to the first game of the season.
e. All team starting line-ups must be submitted on the webleaguemanager site by the first game of each week, whether the first NFL game of the week lands on a Saturday or Sunday. Backups can be submitted on the webleaguemanager message board as a private message to your opponents.
f. For Thursday games, you must notify your opponents if you plan to start or designate someone as a backup in those games and at what position on your line-up sheet they will occupy before the start of the Thursday game. The rest of your line-up will be due by the first game of the upcoming weekend. For Saturday games your entire line-up is due whether you have someone playing in those games or not. If you miss a deadline, you will automatically be given your line-up from the previous week.
8. Lineup Submissions
a. It is the sole responsibility of the coach of every team to get their line-ups in each week. The scoring will be done using FANTASY COMMISSIONER SOFTWARE over the Internet. Fantasy Commissioner has won the Best Fantasy Scoring Software award 8 years in a row.
b. Starting line-ups will contain 9 players. They must contain the following:
1. Team Quarterback
2. Running Back
3. Running Back or Wide Receiver
4. Wide Receiver
5. Wide Receiver
6. Wide Receiver or Tight End
7. Tight End
8. Kicker
9. Defense
c. Team profiles, including addresses, telephone numbers, comments, and other information will be provided by the Tagliabue.
d. Depth Charts. Each team is to hand in a depth chart with their line-up sheets each week in the event a starter does not play! If a team fails to hand in a depth chart then the team will gain no points at that position should the starter not play!
e. If a team decides to drop out of the league in mid season, the team will be sold to an outside person for the $75 + any trade fees owed. If team drops out anytime after week XII, that team CANNOT be sold and the Tribunal will make a depth chart and line-up for that team for the remainder of the season. Teams cannot be sold to co-owners of another team already participating in the PPFL. Teams dropping out during season will be placed at the bottom of the waiting list for the following season.
9. Scoring System:
a. See the Tagliabues Forum.
b. Interpretations of rules will be reviewed and agreed upon by a tribunal of John Nappy, Rich Moran, and Scott Elias...alternate will be Charles Datino should any interpretation directly effect one of the three original tribunal.
c. Any scoring interpretations will be derived from NFL.COM box scores.
10. Other
a. Members of the league will attempt to meet each Monday Night during the season at The Nanuet Hotel
b. The League Account will be maintained and reported to the League on The Tagliabues Forum. Should the Tagliabue be unable to maintain the account, the League Account will be transfered by Mrs. Tagliabue to Richard Kennison Moran.
c. Funds from Transaction Fees, Fines, and Interest Earned will be used for a Year End Extravaganza which all members of the league are invited to.
